China Projected to Lead AI Models by 2030 as Hang Seng Tech Index Overhauls Members

China is positioned to lead the world in artificial intelligence models by 2030, even as semiconductor bottlenecks and internal price wars constrain profit margins across its technology sector, according to a report by Bloomberg Intelligence (BI).

The research, led by BI analyst Francis Chan, notes that Chinese software optimization and lower deployment costs give its AI developer community a distinct competitive advantage. While U.S. models retain a narrow performance edge—estimated at 3% on industry benchmarks, with President Donald Trump citing a one-year U.S. lead—domestic Chinese AI firms continue to engage in aggressive price wars that delay sustainable profitability.

Hang Seng Tech Index Overhaul and Chip Bottlenecks

To better capture China's high-tech sector, Hong Kong's Hang Seng Tech Index will undergo a major restructuring, expanding from 30 to 50 constituent members on December 7, with new additions to be announced on November 20. Under the revised selection criteria, 40 companies will be picked by market capitalization and 10 by annual sales growth. The overhaul follows the June inclusion of AI developers Zhipu and MiniMax, which entered the index with initial weightings of 0.53% and 0.36%, respectively.

Meanwhile, Chinese semiconductor manufacturers face a longer path to technological self-sufficiency. Although BI projects domestic chipmakers will achieve global competitiveness by 2030, export restrictions continue to limit access to advanced hardware. Washington recently cleared sales of Nvidia's H200 chips to China under a framework where the U.S. government retains 25% of the revenue. However, Beijing's buying restrictions kept those sales below 1% of Nvidia's quarterly data-center revenue through July. Conversely, AI competitor Anthropic pushed for stricter export controls to lock in a 12- to 24-month American advantage by 2028.

Strategic Tech Expansion and Economic Headwinds

Key details from the Bloomberg Intelligence research outline China's shifting technological landscape:

  • Index Expansion: The Hang Seng Tech Index grows from 30 to 50 members on December 7 to increase exposure to advanced hardware, AI, and robotics.
  • Strategic Dominance: China is projected to lead 8 of 17 strategic technology sectors by 2030, including energy storage and biopharma manufacturing.
  • Economic Growth Slower: Bloomberg Economics forecasts average Chinese GDP growth of 3.6% over the coming decade, down from 5.2% across the prior three years.

Despite sector advancements, analysts warn that tech leadership alone will not fully rescue the broader economy from slowing growth. High-tech expansions unfold alongside broader market realignments, similar to previous periods where China's STAR50 benchmark experienced volatility amid changing macroeconomic sentiment.

Why It Matters

China's rapid AI development demonstrates that software efficiency and cost minimization can help bridge hardware limitations imposed by foreign export controls. However, intense local price competition indicates that technical capabilities do not instantly translate into corporate profits. For global investors, the expansion of Hong Kong's tech benchmark offers broader institutional exposure to Asian hardware, AI, and robotics innovation even as structural economic growth cools.
