EBA Designates Circle's USDC as First Significant Stablecoin Under MiCA

Circle's USDC has become the first stablecoin in the European Union to receive "significant" e-money token classification under the Markets in Crypto-Assets Regulation (MiCA). The designation, issued by the European Banking Authority (EBA), marks a major regulatory milestone for the digital asset ecosystem as regulators structure oversight around rising global stablecoin adoption.

Regulatory Supervision Shifts to the EBA

Out of 45 e-money tokens currently notified under MiCA in the EU, USDC is the first to achieve significant status. Beginning November 12, 2026, the EBA will assume direct supervision over critical operational areas for USDC, including capital requirements, asset reserves, liquidity, and recovery and redemption plans.

Currently, these responsibilities are managed by France's banking regulator, the Autorité de Contrôle Prudentiel et de Résolution (ACPR). Following the transition, the ACPR will maintain oversight over governance, major shareholdings, management suitability, outsourcing, and conflicts of interest.

To manage cross-border activity, the EBA has signed a memorandum of understanding with the New York State Department of Financial Services. Within the EU, USDC is issued by Circle Internet Financial Europe SAS, while Circle Internet Financial, LLC handles issuance in the United States.

Institutional Partnerships and Market Expansion

The regulatory milestone arrives as USDC faces market competition from projects like Open USD (OUSD), which was developed alongside founding partners Visa, Mastercard, Stripe, Coinbase, Shopify, and a consortium of over 140 companies. Despite this, USDC continues to build key commercial partnerships:

  • BNY Mellon, the primary custodian of USDC reserves, integrated USDC into its Digital Asset Custody platform, enabling institutional clients to hold, transfer, mint, and redeem USDC into US dollars.
  • Binance committed to a five-year agreement with Circle alongside a $100 million investment, adding USDC to its corporate treasury and making it available to its 240 million users.
  • Samsung announced plans to introduce USDC transfers inside Samsung Wallet for eligible Galaxy users in the US during the last week of October 2026, allowing transfers to crypto wallets and bank accounts in more than 60 countries.

Why It Matters

The EBA's designation of USDC as a significant e-money token solidifies the stablecoin's legal standing as a systemically vital digital asset in Europe's financial system. Direct supervision by the EBA provides the institutional-grade regulatory clarity necessary for mainstream finance to integrate stablecoins into international payment networks. Furthermore, the cross-border agreement between European and New York regulators signals a growing alignment among international financial authorities as platforms acquire regulatory credentials like European financial licenses.
